1.        The Federal Government of Somalia has received financing from the World Bank toward the cost of the Somali Electricity Sector Recovery Project and intends to apply part of the proceeds toward payments under the Contracts for Design, supply, installation, testing and commissioning of hybrid/off-grid solar photovoltaic plants with battery energy storage systems for 42 education facilities in Hirshabelle State of Somalia with 2 years of Operations and Maintenance (O&M) Services with the possibility of contract extension subject to availability of budget. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing except for those payments which the contract provides to be made through letter of credit.

2.        The Ministry of Energy and Water Resources now invites sealed Bids from eligible Bidders for provision of design, supply, installation, testing and commissioning of hybrid/off-grid solar photovoltaic plants with battery energy storage systems for 42 education facilities in Hirshabelle State of Somalia with 2 years of Operations and Maintenance (O&M) Services with the possibility of contract extension subject to availability of budget as detailed in the table below.

How to apply

The project’s delivery period is 8 months from the effective date.

Solar Hybrid Inverters are acceptable in place of separate PV Inverter and Battery Inverter/Chargers. They, however, must simultaneously meet the specifications and performance requirements of both the PV Inverters and Battery Inverter/Chargers as prescribed in Section VII- Employers requirements.

3.        Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated September 2023 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.

4.        Interested eligible Bidders may obtain further information from the Interim Project Coordinator, Project Implementation Unit, Ministry of Energy and Water Resources, email address: [email protected] and inspect the bidding document during office hours from 8.30am to 4.00pm at the address given below.

5.        The bidding document in English may be obtained free of charge by interested eligible Bidders in the link https://sesrp.moewr.gov.so/company-overview/careers/ on the website sesrp.moewr.gov.so or can be provided upon submission of a written application to the address below.

6.        A Pre-bid conference shall be conducted by the Employer at the PIU Office, Ministry of Energy and Water Resources, Mogadishu, Somalia on 22nd July at 10.30 am Mogadishu Local Time.  No site visits shall be organized by the employer and site visits are optional, but bidders are encouraged to make site visits to sample sites for Schools to familiarize themselves fully with the scope of work envisaged.

7.        Bids must be delivered to the address below on or before 10.30 on 5th August 2024. Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below, at 11.00 am on 5th August 2024. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in the safe custody of the Employer until the second public Bid opening.

8.        All Bids must be accompanied by a Bid-Securing Declaration using the form included in Section IV, Bidding Forms.

9.        Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
